R.S. 24:513(A)(1)(b)

A quasi public agency/body is defined as:
A for-profit or not-for-profit organization that is:

Created to perform a public purpose by

o the state of LA or any political subdivision or agency
o any special district or authority or
o unit of local government

A component unit of a governmental reporting entity, as defined by Generally Accepted Accounting Principles (GAAP)
Created to perform a public purpose and having one or more of the following:
o governing body elected by the public
o majority of governing body appointed by a governmental entity or an official as part of his duties
o recipient of the proceeds of an ad valorem tax or general sales tax levied for its operation
o able to issue debt with interest exempt from federal taxation
o can dissolve unilaterally by governmental entity and assets assumed without compensation by the entity

Subject to the open meetings law and derives a portion of its income from payments received from any public agency or body.

A not-for-profit that receives or expends any local or state assistance in any fiscal year.
Assistance shall include:
o grants, loans, transfers of property, awards, and direct appropriations of state and/or local public funds.
Assistance shall not include:
o guarantees, membership dues, vendor contracts for goods and services related to administrative support for a
local or state assistance program,
o assistance to private or parochial schools,
o assistance to private colleges and universities, or
o benefits to individuals.
